The USPS divisor change, and the part that is not 19%
On 12 July 2026 USPS cut its dimensional divisor from 166 to 139. It is being reported as a 19% increase in billable weight. That is the divisor on its own — a second change shipped the same day, and on an ordinary box the two together come to 36%.
Two changes shipped together, and only one got reported
The divisor is the one everybody quoted. The rounding rule is the one that costs more, because it applies before the divisor does.

Why the rounding matters more than it sounds A box is measured, then rounded, then divided. Rounding inflates the volume before the smaller divisor is applied, so the two multiply rather than add. Every fractional dimension you ship is now a free half-inch given to the carrier — on all three sides.
The divisor is a volume allowance per pound
That is all a divisor is. It says how much box each pound of actual weight entitles you to before you start paying for air instead.
Put the other way round A 10 lb shipment used to buy you 1,660 in³ of box before dimensional billing started. It now buys 1,390 in³. Nothing about the parcel changed; the allowance did.
On a real box, the two together are 36%
A 18.3 × 14.2 × 8.4 inch carton — fractional on every side, as most real cartons are, and 2,183 in³, which is over the threshold so dimensional billing applies.

And it moved the density where air starts costing money
A divisor has a density hiding in it. Below that density you are billed for the box; above it, for the goods. The change moved the line.

Now look at where that lands 12.43 lb/ft³ sits inside NMFC subprovision 8 — 12 to 15 lb/ft³, freight class 85. The parcel network and the LTL network are now penalising the same density, by two completely unrelated mechanisms. The freight-class arithmetic is here.
Three authorities, one instruction
A US classification body, a US postal operator and the European Union, none of them coordinating, all arriving at the same place within eighteen months.

The real thing This is the argument the whole site is built on, and it did not need making up. Three separate authorities independently decided to price the same thing. Whatever you do about one of them is most of what you needed to do about the other two — which is only true if you can compute the box before you commit to it. That is the problem.
What to check on Monday.
Your carton dimensions, for fractions. Every carton in your range whose specified size has a decimal in it is now rounding up on all three sides, on every parcel, forever. A carton spec that ends in .2 or .8 was free until 12 July and is not any more — and unlike the divisor, this one you can fix with a purchase order rather than a renegotiation.

The worked carton is illustrative: chosen to have a fraction on every side, which is the ordinary case, and to sit above the threshold. Break-even densities are arithmetic. The NMFC subprovision it is compared against is grade A, from NMFTA Docket 2025-1. Actual cost impact depends on your rate card, zone and any negotiated divisor — a negotiated divisor is the one thing here that can be different for you, and if you have one, this page's arithmetic is the wrong arithmetic.
