Two independent regulatory regimes converged on the same physical quantity within eighteen months. Cube stopped being an efficiency metric and became a declaration.

Correction Trade press circulating a "40% cap from August 2026" is wrong on both the threshold and the date. It is 50%, under Article 24, applicable from 1 January 2030; 12 August 2026 is when the Regulation as a whole started to apply. We publish this because getting it right in a room is worth more than getting it loud.

Cube waste is proportional. Class error is a cliff.

Ship a pallet at 70% utilization instead of 85% and you overpay a little, in proportion to the air. Miss the density provision your freight actually falls in and nothing is proportional: you land on the next step, at the next rate, and the carrier reweighs, reclassifies and rebills you.

The gap on that chart is 0.8 lb/ft³. It is the difference between a declaration made from an estimate and one made from a measured cube — and it is worth a class, plus $50–150 in reclassification and $25–40 to reweigh, on every shipment that crosses it. B

Density is one division away from numbers the engine already has. The reason this is worth naming is not that it is hard — it is that declaring it correctly requires knowing the cube before the bill of lading is written, which is the whole argument of this site arriving at a number on an invoice.

The penalty layer

Nearly every retail chargeback is a physical-configuration data failure.

Pallet configuration, carton violations, cartons-per-pallet on the ASN, routing. Each of those families is a number written on a document before the truck arrives — and finance treats avoided penalties differently from saved cost, which is often what actually gets the signature.

Nearly every retail chargeback family — pallet configuration, carton violations, ASN cartons-per-pallet, routing — is a physical-configuration data failure. The ASN is transmitted before the truck arrives. You cannot populate it correctly with a number you don't have until pack.
